Legal and Financial Services

Provides legal services, financial assistance and tax support.
The following services are offered:
  • Income Tax Clinic: Offers a free income tax clinics for people with moderate incomes and simple tax situations. They can assist with filing late and multiple-year taxes. In-person tax clinics are offered in Surrey and White Rock, and they offer a virtual tax clinic as well.
  • Rent Bank: Issues low income individuals and families a one-time crisis loan for residents of Surrey, White Rock, Langley and North Delta. It is a program with the aim of providing families with loans to prevent homelessness due to a one-time unexpected circumstance. They may provide a loan for up to $1,200 for a single person or up to $1,600 for a family. Loans can be used for rental arrears or utility arrears. The applicant must show that they have the means to repay the loan.
  • Community Law Clinic: The SOURCES Law Clinic will provide advocacy, legal advice and representation, mainly to low income individuals, in many areas of the law including: social assistance, income assistance, tenancy, employment (including employment insurance and employment standards), workers compensation, human rights, debt and disability (including mental health). The clinic is headed up by experienced lawyers and may include legal advocates as well.
  • Family Law Advocacy at the Legal Resource Centre: The program provides legal information and resources to individuals dealing with family law issues. Assist in matters of separation and divorce, guardianship and parenting arrangements, child and spousal support and protection orders. They support individuals in navigating the family justice system by providing legal information, assistance with court forms, court preparation and emotional support. They assist with both provincial and Supreme Court matters.
  • Youth Justice Program: Works closely with youth to help them meet the conditions of their probation order and increase their ability to develop positive relationships with their family and community, thereby lowering rates of recidivism. The mandate of the Youth Services programs is to provide services to children and youth and their families who have been identified as having struggles with behavioural, social, emotional and/or mental health. Services may include transportation, curfew checks, job seeking, school support, mentorship, parent-teen mediation, youth agreements and supervision of community service hours. Apart from probation officer referrals, youth can also be referred by social workers and clinicians from the White Rock MCFD offices for various reasons, including mentoring, positive role-modelling, and engagement in the community or school, as well as for support with youth agreements. The Youth Justice program works with youth aged 12 to 18 years of age and provides several hours a week of support.
